Harm Reduction Works! Improving funding for harm reduction and HIV prevention in the European Union

Project overall goal and objectives: to effectively advocate for sustainable and increased funding for harm reduction to ensure access and quality services that reduce harms associated with drug use and that protect human rights of people who use drugs in the European Union (EU). The project aims at building a strong evidence-base on harm reduction funding levels in the EU; conducting an evidence-based advocacy that leads to sustainable harm reduction funding; and building the capacity of the civil society and community organizations to generate evidence and advocate for sustainable and increased harm reduction funding and quality services.

Key activities: include harm reduction funding mapping and identification of best practices of harm reduction; advocacy efforts and events that support adoption of sustainable harm reduction funding mechanisms and nurtures dialogue between the community groups and policy makers as well as impacts on the institutional dialogue at the European Union and United Nations level to assist access and funding for harm reduction; provision of technical support  and training programs as well as organizations of workshops to build the capacity of the civil society and community groups to employ evidence-based approaches in advocacy for harm reduction funding.

Expected results: include expansion of the evidence-base and best practices on access to and funding for harm reduction in the European Union as well as strengthened capacity of the civil society and community groups to advocate for sustainable and increased harm reduction funding, particularly in those countries facing largest funding and service gaps.
