Empowering women who use drugs and/or living with HIV in Eastern Europe and Central Asia. “DIALOGUE”

Project overall goal and objectives: mobilise and empower women who use drugs from Armenia, Estonia and Tajikistan via raising their awareness on basic human rights and legal mechanisms they can utilise to protect and advocate for their rights; improve the capacity of women who use drugs, harm reduction programmes’ staff, and human rights defenders to collaboratively monitor, document, and redress human rights violations in communities through national and international human rights bodies and legal mechanisms; short Term Objective 3: bBuild dialogue between women who use drugs and local community stakeholders including law enforcement representatives in order to introduce policinge practices based on public health and human rights values.

Key activities: Training and capacity building: scholarships for women activists to participate in national and regional trainings and seminars on human rights, drug policy advocacy, communication, strategic litigation and on organizing gender-sensitive harm reduction services; to document and monitor human rights violations; to lead in advocacy campaigns on local and national levels; organise meetings and roundtables with various stakeholders including law enforcement representatives. International advocacy: active involvement of women activists in international political foraums and meetings including the UN Commission on Narcotic Drugs, UN Commission on the Status of Women, UN Commission on Elimination of Discrimination against Women and other relevant UN committees by making statements on human rights violations and on recommendations on policy improvement; study visits of women who use drugs study visit to a best practice street lawyer program in order to create opportunities for experience sharing among women activists, paralegals and human right defenders across the region and internationally. Regional campaign: involvement of national partners and woman activists into the regional campaign with a focus on violence against women who use drugs.

Expected results: women who use drugs will be mobilized and empowered via raising their awareness on basic human rights and legal mechanisms they can utilise to protect and advocate for their rights; capacities of women who use drugs, harm reduction programmes’ staff, and human rights defenders to collaboratively monitor, document, and redress human rights violations in communities through national and international human rights bodies and legal mechanisms will be improved; there will be built the dialogue between women who use drugs and local community stakeholders including law enforcement representatives in order to introduce police practices based on public health and human rights values; there will be strengthening of regional cooperation and building the capacity of harm reduction service providers and advocates to develop and deliver quality services for people who use drugs.
