On May 25, 2009 Russian Federal Service for Supervision of Consumer Rights Protection and Human Welfare held an open auction for the supply of medicines for the treatment of persons living with HIV through the federal appropriations budget for 2009. Prices on all products purchased in this auction have been reduced by the Russian government unilaterally by 15% compared to year 2008. That led to situation when company GlaxoSmithKline has refused to participate in the auction of several products of its production. GlaxoSmithKline is a monopolist on the Russian market, and replacement of medicines it supplies currently is not possible.

Due to the fact that GlaxoSmithKline refused to supply the drugs for treatment under conditions of Russian authorities, more than 20000 patients with HIV in the Russian Federation might feel disruptions in provision of drugs vital for treatment.
