For the first time in Kyrgyzstan, on May 27, 2009 a congress which brought together over 30 people related to HIV was held.
 
"People affected by the epidemic do not receive the required level of assistance and support because of lack of funds from the state, its lack of resources, ignorance, or out of fear of disclosure of their status," - said the representative of the interests of people living with HIV - Sergei Tsaharias. Also, community views in the choice of the main beneficiary of the Global Fund are not taken into account. HIV- positive people living in rural areas can not obtain the necessary treatment, because all services are located in the main cities of the country Bishkek and Osh.
 
To solve the problems mentioned above a coalition of organizations of people affected by the epidemic has been established. During the meeting coalition has developed a strategy and action program to protect the rights of people living with HIV,  to develop a more efficient use of resources aimed at prevention and treatment of the epidemic, to enhance social participation of people with HIV by creating network of communities of people affected by the epidemic in all regions of the country.
