EHRN is governed by its members through elected representatives at the Steering Committee (SC). The major goal of SC is facilitating EHRN’s mission by developing and implementing policy, strategy and operational principles of the organization.
The Steering Committee is formed of elected representatives of EHRN sub-regions and consists of the SC Coordinator and SC members. Members of the EHRN Steering Committee are elected for 3 years and work voluntarily.

Arian Boci is the coordinator of “Prevention of HIV infection among intravenous drug users and other risky groups” program in Tirana, Albania. His areas of expertise cover substance abuse and harm reduction policies, HIV/AIDS, sexual and reproductive health, mass media and social behaviour change communication, developing/writing research protocols, training/curricula materials development, etc. In addition, he is the research coordinator at the STOP AIDS NGO in Albania and independent research consultant for many UN agencies (UNFPA, UNICEF, UNDP, UNODC) in country.

Vlatko Dekov started his career in HOPS in 2000 as a social worker within the Harm reduction program and he worked in drop in center for injecting drug users and on outreach. After 2 years he become director of Harm reduction program in HOPS and he has responsible for develop 7 new harm reduction program in 5 city in Macedonia.
From 2005 to 2011 he was Executive director of HOPS. Dekov is a member of many national and international bodies and commissions targeting Drugs and addictions , HIV/AIDS and Human rights issues. Very often Dekov is engaged as a team leader of different research in the field of drug use .

As an epidemiologist Liudmila was taking part in the development and implementation of the first Harm reduction program in the Republic of Belarus in 1997. Since 2000, she was working as a manager of the Harm reduction program in Soligorsk city which was recognized by UNAIDS as one of the best prevention practices outreaching injecting dug users. Currently Liudmila is theme coordinator of the outreach program for the injecting drug users within the grant by the Global Fund to Fight AIDS, TB and Malaria.

Peter has been working as director of the Drug Policy Program at Hungarian Civil Liberties Union since 2004. He is experienced in working with international drug policy forums such as Commission on Narcotic Drugs or the EU civil society forum on drugs. Peter also contributed to building a network of advocacy NGOs in Europe – the European Drug Policy Initiative – he provided technical assistance to several NGOs and produced videos about drug policy issues from several countries of the region.

Iveta is an active member of the outreach work team in the oldest harm reduction organization in Slovakia called Odyseus which provides services for people who use drugs or work as street sex-workers and people living with HIV/AIDS. Currently, Iveta is preparing for taking over the position of a director of Odyseus in November. She studied therapeutic pedagogy (BA) and psychology (BA). Recently, she has conducted qualitative research on people's experience of confirmation of HIV-positive status.
Iveta: "Although, even sustaining of the services for people who use drugs is still difficult, these people deserve much more. Therefore I want to take an opportunity to actively participate and contribute to protecting the rights of the communities in the region as a whole."

Aleksandr has more than 30 years experience of police service, including reform of police system including liberalization of the national anti-drug legislation and decriminalization of drug use and possession of small amount of drugs for personal use. Currently Aleksandr is Director of the Central Asian Drug Policy Centre and the Russian coordinator of the Law Enforcement and Harm Reduction Network (LEAHRN).

Irina Teplinskaya is a community relations coordinator in the Andrey Rylkov’s Foundation for health and social justice. Besides, Irina is a member of a work group for opioid substitution therapy advocacy in Russia and a North-West Federal District coordinator of the All-Russian Public Community-based Committee “Non-medical service”. In 2010 Irina made a complaint to Anand Grover, the UN Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, about the lack of opioid substitution therapy in Russia, a method of drug user dependence management recommended by WHO and UN and successfully applied in the whole world. As an injecting drug user community representative, Irina has an intimate knowledge of needs and risks of the community.

Viktoria Lintsova represents interest of OST program clients in Kirovograd region in Ukraine and provides technical support in developing initiative groups in other regions. She is an active advocate for access to quality OST services. Also she is a drug user community representative at Ukrainian HIV Vulnerable Community Board.
Viktoria: “My position in Steering Committee gives me a chance to make personal input into development and improvement of community based organizations of people who use drugs. I believe OST is an important component of harm reduction and it is necessary services for IDU in all Eurasian countries. Sergey Uchayev works as a director at Uzbekistan Association of PLHIV and is experienced in harm-reduction work from 2000, when he started working in HR programs, treatment and care of PLHIV. In 2003 he was one of pioneers to establish a community based organization of PLHIV in Uzbekistan and in 2010 started a second CBO Association of PLHIV in Uzbekistan. From 2011 he is actively involved into development of NGO consortium “Anti Cancer Community of Uzbekistan” and union of PLHIV. He is a project coordinator aiming at advocacy for palliative care for PLHIV. Actively represents interests of people who use drugs and PLHIV.

Nino has been working in the field of HIV/AIDS for more than 12 years already. Being psychologist by background, she started as a counselor at Medicines Sans Frontieres-Greece mission to Georgia, in a Reproductive Health program. In 2000, together with the group of young professionals, she founded a Non-Governmental Organization “Center for Information and Counseling on Reproductive Health – Tanadgoma”, aiming at prevention of HIV and STIs and promoting reproductive health issues among Georgian population, especially among Most at Risk Populations – FSWs, IDUs, MSM, prisoners. In 2007 Ms. Tsereteli was appointed as Executive Director of “Tanadgoma”. For the moment Tanadgoma is implementing both a reproductive health program, and drug users’ social rehabilitation program. On behalf of Tanadgoma Nino is a member of several national and regional bodies, such as CCM of Georgia, Georgian Harm Reduction Network, Prevention Task Force, Eurasian Coalition on Male Health, HIV in Europe.
