The Guide published in 2009 has been revised and updated. One of the important amendments for organizations involved in harm reduction, is an expanded framework for assessing the quality of key interventions – Quality indicators for needle-syringe programs has increased from 4 to 15 (page 58), for Opioid Substitution Therapy – up to 26 indicators (page 70).

 

The idea of the revision was not to change the interventions in the package, but to focus on providing countries with a more user-friendly framework of how to measure progress in implementation of the interventions of the package.

Use of the “Technical Guide”:

 

·        Government agencies, non-governmental organizations (NGOs), communities and service providers can use the Guide in developing, implementing, monitoring and evaluating HIV prevention, treatment and care programmed for PWID. For example, NGOs implementing harm reduction can measure effectiveness of interventions based on the indicators provided in the Guide.

·        Indicators can be used for the preparation of proposals or reporting on progress to donor organizations, such as Global Fund, PEPFAR and others. The majority of indicators used by global reporting mechanisms (e.g. UNAIDS Global AIDS Response progress reporting/ UNGASS Declaration of Commitment) to which UN Member states are obliged to submit reports are included in this Guide. Therefore it can serve as a tool to monitor and advocate for the adequate country response to the HIV epidemic among PWID.
