  • EHRN analytical report on the involvement of civil society into CCM processes in EECA region

    eng.public.2013.1The aim of this report is to provide a summary of approaches to the process of  election of CCM members representing the non-governmental sector. It also highlights related problems in Eastern Europe and Central Asia (EECA) whilst reviewing potentially effective practices of non-governmental constituencies (NGC) engagement in CCM activities and offering recommendations for improvement.


    The information in this report could help civil society groups to better understand their rights in relation to effective participation in CCM activities and procedures. It will also outline rules for new members representing various non-governmental constituencies so as they can be legitimately selected to CCMs, and act in a transparent and accountable manner which is clear for those who voted for them.


    This report may also be a useful tool for current CCM members, including those from international and governmental agencies, as well as the staff of the Global Fund Secretariat. Existing CCM NGC members could become more aware of their own rights and responsibilities, including those towards the constituencies that they represent in CCMs.


    The report ends with a tangible set of recommendations for CCMs, non-governmental actors and staff of the Global Fund Secretariat.


    The recommendations and practices discussed in the report could also be useful in future when building a country dialog process in order to develop a proposal concept note within NFM.

  • Good practices and needs for technical support overview report

    Harm Reduction Knowledge Hub conducted an overview to assess the good practices and technical support needs in CEECA. The assessment included:

    ·       A desk review of the reports and documented TS needs assessments in the period of 2008-2010.

    ·       An online survey of TS needs, carried out on EHRN website.

    ·       Individual phone interviews with representatives of EHRN member organizations to identify their good practices and TS needs.

    The summary of findings is provided in this report, which serves as a tool for EHRN Steering Committee and Secretariat in developing Knowledge Hub and Civil Society Action Team (CSAT) projects and planning TS service provision and brokering activities.

Harm reduction

Harm reduction encompasses strategies and interventions based on public health and human rights aimed at the reduction of negative consequences of drug use, including transmissions of infection, mortality and others.

Drug policy

Drug policies should be designed to promote the health, welfare, and rights of people who use drugs and the communities they live in and be based on evidence of effectiveness and cost effectiveness.

Opioid substitution therapy

Substitution treatment is a drug dependency treatment option which has proven to reduce HIV transmission, improve adherence to ARV drugs, reduce overdose mortality and support social integration.
