However, many of these programs exclude necessary interventions such as needle exchange and methadone treatment. Not so in Moldova, whose experience with introducing and expanding a comprehensive HIV program, including such interventions, is described in this report. The report also provides recommendations for other countries wishing to start similar programs.

It reflects the close co-operation of professionals working in the field of HIV/AIDS from four countries: Public Health Agency (Latvia), National Institute for Health Development (Estonia), Lithuanian AIDS Centre and NGO ”Dose of Love’’ (Bulgaria).
