EHRN analytical report on the involvement of civil society into CCM processes in EECA region

eng.public.2013.1The aim of this report is to provide a summary of approaches to the process of  election of CCM members representing the non-governmental sector. It also highlights related problems in Eastern Europe and Central Asia (EECA) whilst reviewing potentially effective practices of non-governmental constituencies (NGC) engagement in CCM activities and offering recommendations for improvement.


The information in this report could help civil society groups to better understand their rights in relation to effective participation in CCM activities and procedures. It will also outline rules for new members representing various non-governmental constituencies so as they can be legitimately selected to CCMs, and act in a transparent and accountable manner which is clear for those who voted for them.


This report may also be a useful tool for current CCM members, including those from international and governmental agencies, as well as the staff of the Global Fund Secretariat. Existing CCM NGC members could become more aware of their own rights and responsibilities, including those towards the constituencies that they represent in CCMs.


The report ends with a tangible set of recommendations for CCMs, non-governmental actors and staff of the Global Fund Secretariat.


The recommendations and practices discussed in the report could also be useful in future when building a country dialog process in order to develop a proposal concept note within NFM.

Good practices and needs for technical support overview report

Harm Reduction Knowledge Hub conducted an overview to assess the good practices and technical support needs in CEECA. The assessment included:

·       A desk review of the reports and documented TS needs assessments in the period of 2008-2010.

·       An online survey of TS needs, carried out on EHRN website.

·       Individual phone interviews with representatives of EHRN member organizations to identify their good practices and TS needs.

The summary of findings is provided in this report, which serves as a tool for EHRN Steering Committee and Secretariat in developing Knowledge Hub and Civil Society Action Team (CSAT) projects and planning TS service provision and brokering activities.

EHRN submission to the UN Special Rapporteur on violence against women

Women who use drugs experience systematic and widespread violence, harassment, and sexual abuse at the hands of law enforcement officers. They are not only denied their right to healthcare, but are often forced into drug treatment centers where they are subject to physical and psychological abuse. With nowhere to turn, they find themselves without protection against violence from their sexual partners, parents, and extended families. This violence is facilitated by misguided drug legislation.


EHRN in cooperation with women who use drugs and harm reduction service providers submitted a collective appeal to the UN Special Rapporteur on Violence against Women requesting urgent action to prevent further violence against women who use drugs, and to establish mechanisms to investigate and punish acts of violence against women who use drugs.

The Voice of Harm Reduction: Special issue on the first forum on HIV/AIDS
This newsletter is devoted to the forum “Ensuring That Our Voice Is Heard,” an official preconference meeting of the XIX International AIDS Conference (IAC). The event, which took place on July 9-10, 2012 in Irpin, a small town just outside of Kiev, convened more than 100 participants from 15 countries of the Eastern European and Central Asian region (EECA). This was the first time that many people in the EECA drug user community were able to come together with high level decision makers, including senior UN staff, Global Fund Board delegates and Secretariat officials, to discuss matters that have a direct impact on their lives and health. The topics presented in the newsletter reflect on the discussions took place during the Forum and expresses the concerns shared by civil society including communities of people who use drugs.

This edition of the EHRN newsletter is devoted to Overdose topic. EHRN’s newsletter „The Voice of Harm Reduction“ is a tool for our members to network, exchange best practices, promote successes and advocate for what we collectively consider the most urgent regional matters related to harm reduction and drug policy in CEECA.
